Our Work
MDN was originally formed as the Maldivian Detainee Network in 2004 following the mass arrest of over 300 people on the 12th and 13th of August the same year and subsequent allegations of human rights violations taking place in State custodial centres. The arrests were made following the first public demonstration calling for people’s rights and democracy in the Maldives.

The Democracy Café’ a project funded by the Canada Fund for Local Initiatives (CFLI) engaged youth and first-time voters to inform them of socio-political issues, and mentor young people in preparation for elections. The purpose of the project was to engage youth into making informed decisions and fully exercise their right to political participation.
The project also provided a safe space for youth groups to organise themselves and engage in social and political dialogue where MDN could contribute to building their capacity as agents of change.
Some activities conducted at the Democracy Café include mentoring sessions with experts, human rights activists and politicians, film screenings, debate and discussions, awareness sessions on the Constitution of the Maldives and a safe space for activism.

Parliament Watch
The Parliament Watch project, one of our flagship programs, ran in two phases – funded by the UN Democracy Fund and the British High Commission in Colombo. Some of the activities undertaken by the program include a nationwide public awareness program on the roles of the parliament as a state institution, parliamentarians as representatives of the people and their boundaries. The program also conducted public awareness on holding parliamentarians accountable and facilitated meetings with constituents and their representatives to hold meaningful discussions about the work of the parliament.
As a part of the second phase of the project, daily debates in the parliament were converted into highlights to make the 100-page minutes of the debates more digestible and understandable to the people. Debates were monitored for human rights standards and respect for one another among parliamentarians following a trend towards violence and harassment of women parliamentarians inside the chamber.
The MDN Human Rights and Gender Barometer for Legislative Projects was developed under the project, which is used by MDN to score bills tabled at the parliament, for human rights compliance.

Defending the Defenders
MDN initially began advocating for the protection of human rights defenders in 2007, asking the Human Rights Commission of the Maldives to recognise HRDs and the threats they face. While MDN provided support to HRDs at risk in various ways over the years, this project is the first national project focusing on holistic security of HRDs and was supported by the British High Commission in Colombo.
The aim of the Defending the Defenders project was to facilitate empowerment of human rights defenders who face violent threats and political persecution. The HRDs are provided with holistic security training and psycho-social support. The project also produced a research paper looking into in-depth situation analysis of human rights defenders in the Maldives, highlighting the need for their protection and security.
MDN continues to provide emergency assistance to human rights defenders facing threat and persecution.

The main activity of the project was a media campaign to create increased awareness on the principles of Islam in line with fundamental rights and democratic values.

End Death Penalty, Protect Human Dignity
Efforts to advocate for the restoration of the unofficial moratorium on the death penalty in the Maldives began with the enforcement of the Regulation on Investigative Procedures and the Implementation of Offenses amounting to the Death Penalty, in 2014.
Supported by the British High Commission in Colombo, the project raised awareness on the legal gaps in the reintroduction of the death penalty in the Maldives, analysed procedural impropriety pertaining to the cases of those on death row and evoked Islamic narrative on continuing the moratorium on the death penalty. A position paper on the analysis of the Maldivian criminal justice system in relation to the death penalty and flogging was compiled through this project. The paper highlights differing views of religious scholars on both issues; and contextualises the rise of violent extremism and gang related crime to increasing calls for implementation of the death penalty.

As part of a regional project titled Civil Society and Police Reform in South Asia, MDN conducted activities in partnership with the Commonwealth Human Rights Initiative (CHRI). The project was supported by the European Union and led by the Frederich-Nauman-Foundation (FNF). Informal partner in Pakistan, Bangladesh and Maldives participated in various parts of the project.
The activities of the project conducted in the Maldives aimed at promoting better policing in the Maldives with a series of activities planned over a year. It included monitoring and scrutiny of police performance, standards and service delivery including malpractice in the democratic context; conducting in-depth research on domestic and international legal standards on democratic policing and its applicability for Maldives; strengthening police oversight by sharing best practices and creating reference material, and mobilizing public demand for better policing.
